Green Arrow is a comic series created by Mort Weisinger & George Papp and published by DC Comics, following the exploits of Oliver Queen, a billionaire businessman who fights crime with his archery skills.
History
Comics
Green Arrow and his sidekick, Speedy, first appeared in the More Fun Comics #91 published on November 1941 and was the created by Mort Weisinger & George Papp who took inspiration from the legend of Robin Hood, the film The Green Archer and heavy influence from another DC character, Batman.
Green Arrow and Speedy remained as recurring characters in More Fun Comics, as well as often appearing in Adventure Comics and Worlds Finest Comics. Green Arrow remained from the Golden Age of comics to the Silver Age (and later Bronze Age) where the character went through a visual redesign by artist Neal Adams who have the character Van Dyke beard and a more traditional superhero costume, and the character's personality and story changed, Oliver lost his large wealth and became supportive of the underprivileged and the political left wing. Green Arrow also co-starred in a series with Green Lantern and the character Black Canary became his on-and off-lover.
Green Arrow has persisted through DC comics as an important superhero within the universe, and the character has died and been resurrected before, and often takes part as a minor role in important events and Otherworld stories. The character exists within the current continuity, the New 52 and has an ongoing series.

As the show grew in popularity to did the phrase "You have failed this city." which began being applied to memes of him telling various members of pop culture like Lady Gaga, Justin Beiber or Barack Obama that they had failed this city, or post, or thread, or which ever applied to the circumstance. That brought in a new stream of Arrow "related memes which simply depict jokes, inside or no, of the shows and characters, anime versions of them, or simply switching them out with other characters from other franchises.
