On October 20th, 2022, U.S. President Joe Biden delivered remarks on rebuilding the U.S. infrastructure.^[1][2] While speaking about a $1.2 trillion government investment into the country's infrastructure, Biden misspoke and said "over a billion two hundred" instead before correcting himself, with the sentence coming out unclear.

That day, Twitter^[3] user @GridironTiger posted a clip of Biden fumbling, captioning it, "when you ask a 4 year old how much a car costs." The tweet gained over 100 retweets and 810 likes, while the video, which was later used for more memes on Twitter, gained over 4.1 million views in four days (shown below).
