I'll Tell Carl Bismarck refers to a viral 2015 public freakout video titled "Crazy lady on drugs" in which a man argues with a seemingly intoxicated woman who tells him he "better not be a snitch" and that she'll tell "Carl Bismarck" on him, to which he responds, "Call Carl, I don't even know who he is." A recreation of the video, made that same month, went viral on TikTok in mid-2021, resulting in a number of lip-dub videos recreating it.
Origin
On July 1st, 2015, YouTuber[1] Shawn Stoecker posted a video titled "Crazy lady on drugs" in which he's in the middle of an argument with a woman from his neighborhood who is allegedly on drugs. In the video, the man accuses her of cussing at kids, the two call each other weird, and the woman threatens to call "Carl Bismarck" on him if he's a snitch. She then claims Bismarck is dead, and the man retorts, "then how can you call him?" She also accuses him of harassing her dad in some way, a man named "Jim Hall" who "own United," to which he answers, "what are you talking about?" The video gained over 1.2 million views in six years (shown below).
On July 8th, YouTuber[2] Hiram Hernandez posted a detailed recreation of the video, gaining over 742,000 views in a similar span of time (shown below).

The original viral video and its remake have been shared numerous times online since its upload and have been the subject of several edits since then.
On June 21st, 2021, the remade video was shared to /r/PublicFreakout[9] by Redditor Playgirlkeziah, gaining over 2,700 upvotes in about two months. On June 24th, TikToker[3] @alexwiduch6 posted the recreated version of the video to their page, gaining over 14.1 million views in roughly two months.
In July the original sound started to become notably popular as TikToker used it in lip dub skits. On July 15th, for example, TikToker[4] @hey_ashhole posted a lip dub video to the sound, gaining over 500,000 views in a month (shown below, left). On July 21st, TikToker[5] @bributlerisalyingslut posted a video with her cat to the sound, gaining over 2.2 million views in roughly the same span of time (shown below, right).
The trend remained popular into August, with videos continuing to go viral using it. On August 5th, TikTokers[7][8] @kyahnextdoor and @bigwinnn1 posted dramatic lip dubs to the sound, gaining over 3.3 and 3.8 million views respectively in a week (shown below, left and right).
On August 12th, TikToker[6] @iconaklast posted a video to the sound dressed as the Annabelle doll from the Annabelle horror film series, gaining over 1.9 million views in a day (shown below).
