On September 10th, 2024, ABC News held the second official presidential debate, this time featuring Republican candidate and former President Donald Trump and Democratic candidate and Vice President Kamala Harris. The debate was livestreamed on ABC's YouTube[1] channel, where it gathered over 10 million views in five hours.
At one point in the debate, Donald Trump responded to a question about his proposed plan to provide American citizens with affordable healthcare, to which Trump responded with the quote:
"I have concepts of a plan— I'm not president right now— but if we come up with something— I would only change it if we come up with something that's better and less expensive and there are concepts and options— we have to do that— and you'll be hearing about it in the not-too-distant future."
The segment was reposted to YouTube by the Forbes Breaking News[2] channel, gathering over 8,000 views in five hours.

Various internet users quickly began posting memes about the catchphrase during the debate on September 10th, 2024, with Redditor[3] /u/Suspicious-Penguin posting an early example of a meme that read, "When it's the day before the project is due and the teacher asks if you have a plan," gathering over 6,000 upvotes on /r/dankmemes in less than a day.
Also on September 10th, Redditor[4] /u/anders_138 posted a meme about the phrase to the subreddit /r/PrequelMemes, gathering over 4,000 upvotes in a day.
That same day, X[5] user @veryharryhill posted an image of Elizabeth Holmes, an American biotech entrepreneur convicted of fraud regarding her failed blood-testing company Theranos, alongside the phrase, "I have a concept of a plan." The post gathered over 30,000 likes in a day.
Later on September 10th, 2024, X[6] user @JamesUrbaniak joked about how Donald Trump's catchphrase sounded like a joke from Annie Hall, gathering over 4,000 likes in a day.
