The first recorded instance of the term on /a/ was on January 1st, 2009[1].
Spread
Along with being used on /a/ frequently, it is also used on reddit's /r/anime often[3], including a subreddit about Chie, who is declared as the best girl. [2] A common contest on /r/anime is Best Girl Contests, where there is a large bracket of characters, and users vote for the best.[4]

Best Pone is another phrase, used by fans of the show My Little Pony in similar fashion.
