The video doesn't have to have anything to do with Inside Out, with the comedy coming from the lack of context. Specifically, many are spamming the comment under Mama Owl's videos, a TikToker who is currently going through some controversy.

Besides that, the original sound for @rileyitokimjoy's video is going viral, with over 44,000 uses on the site in under a week. The sound is mostly being used in lip dub memes and ironic Inside Out memes, with several examples of memes using the sound gaining millions of views.
