I got lucky: a coworker at my dead-end call center job had a government position and was just working at the call center for a few months to help pay for her daughter's high school senior trip. She offered to forward my resume; fast forward a year and now I have a comfy full-time state job with benefits. The adage "it's not what you know, it's who you know" seems to be true.
